Peter Power, the “crisis management expert” who ran drills of the very events of the London bombings on the morning of 7/7 as they were happening, told the BBC that some companies used the shut down of the city on Wednesday as a dress rehearsal for an influenza pandemic.

He mentions this 2 mins and 14 secs into the interview.

  1. There has been much nonsense written about why my company ran an exercise on 7 July 2005 that had very close parallels to the real thing that day. Since then I have made several attempts to add my own comments to numerous sites that seem to get increasingly excited about their own conspiracy theories and in the process exclude any rational debate. It seems those who occupy the world of finding conspiracy theories to replace just about any coincidence, do not want to have any dialogue with those offering a different view, but I have not yet given up hope. I am therefore hoping, perhaps naively, that someone might like to read an honest and factual account about a particular exercise my company ran in London three years ago.

    Unfortunately, the BBC had postponed in 2008 a programme in their ‘conspiracy files’ series that would have done this. Our client three years ago agreed to be named in the BBC programme since the attitude of the producer and his team was very balanced (several conspiracy theorists were also invited to take part). We even allowed our complete exercise material to be made available to the BBC. Regrettably broadcasting in 2008 might have jeopardised an ongoing court case, so they had little choice about postponing it to 2009.

    Early in 2005 Reed Elsevier, an organisation specialising in information and publishing that employs 1,000 people in and around London, asked us to help them prepare an effective crisis management plan and rehearse it before sign-off. Several draft scenarios were drawn up and the crisis team themselves set the exercise date and time: 9.00am on 7 July.

    The test was planned as a table-top walk through for about six people (the CM team) in a lecture room with all injects simulated. Everything was on MS PowerPoint. The location of their Central London office near to Chancery Lane was chosen as one test site. With many staff travelling to work via the London underground system, the chosen exercise simulated incendiary devices on three trains, very similar to a real IRA attack in 1992, as well as other events.

    As there had been eighteen terrorist bomb attacks on tube trains prior to 2005, choosing the London Underground was logical rather than just prescient. With this in mind it was hardly surprising that Deutsche Bank had run a similar exercise a few days before and, prior to that, a multi-agency (and much publicised) exercise code-named Osiris II had simulated a terrorist attack at Bank tube station. Moreover, I had also taken part in a BBC Panorama programme in 2004 as a panellist alongside Michael Portillo MP et al, in an unscripted debate (we had no idea at all what the scenario was to be?) on how London might once again, deal with terrorist attacks, only this time it was fictional (created entirely by the BBC).

    In short, some of the research for our exercise had already been done. The scenario developed for our client even started by using fictitious news items from the Panorama programme then, as with any walk through exercise, events unfolded solely on a screen as dictated by the facilitator without any external injects or actions beyond the exercise room. Also factored into the scenario was to be an above ground fictitious bomb exploding not far from the head office of the protected Jewish Chronicle magazine where for exercise purposes, our imagined terrorists would have been aware that commuters would now be walking to work (past a building already considered a target) as some tube stations would have been closed.

    Of just eight (8) nearby tube stations that fell within possible exercise scope, three were chosen that, by coincidence, were involved in the awful drama that actually took place on 7 July 2005. A level of scenario validation that on this occasion, we could have done without.

    An exercise that turns into the real thing is not that unusual. For example, in January 2003, thirty people were injured when a tube train derailed and hit a wall at speed. At the same time, the City of London Police were running an exercise for their central casualty bureau where the team quickly abandoned their plans and swung into action to cope with the real thing.

    For a surprising number of people such coincidents cannot be accepted as such. There just has to be a conspiracy behind them, despite the obvious point that painstaking research will always identify probable above possible scenarios. By the way, the only reason I was asked to speak on TV news that day, when there was still much confusion about the real tragedies, was to encourage more organisations to thoroughly plan their own exercises knowing the threat of terrorism is and remains, very real. One tragic consequence being Islam, a great Abrahamic, monotheistic faith (along with Judaism and Christianity), has undeservedly become vilified by some people.

  2. Evidence from 7/7 does not support the official story of the Muslim backpack bombers being responsible. The documentary ‘7/7 Ripple Effect’, which is at Google Video, covers this in some detail. These are some of the obvious indicators that the official story was a fraud:

    1. The so called mastermind Haroon Rashid Aswat, was known to be an MI6 asset. This was mentioned in the mainstream media. Refer:

    2. The “mastermind” was allowed to go free and is protected time and time again by MI5, MI6, FBI and CIA.

    3. There are reports to indicate the bombs were placed under the trains. They were not in backpacks, as the official story claimed.
    “The first eyewitness to report this was Bruce Lait, a victim of the Aldgate Station bombing. He told the Cambridge Evening News,
    “The policeman said ‘mind that hole, that’s where the bomb was’. The metal was pushed upwards as if the bomb was underneath the train. They seem to think the bomb was left in a bag, but I don’t remember anybody being where the bomb was, or any bag.”

    4. It was reported by the Associated Press that Israeli Finance Minister Benjamin Netanyahu was warned not to attend an economic conference in a hotel over the subway stop where one of the blasts occurred, and the warning prompted him to stay in his hotel room instead, government officials said.     5. On the afternoon of July 7th, 2005, Peter Power told a BBC radio interviewer that his company was running an exercise for an unnamed group that revolved around three bombs going off at precisely the same tube stations and precisely the same time as those that were hit that morning.

    The transcript is as follows.

    PETER POWER: At half past nine this morning we were actually running an exercise for a company of over a thousand people in London based on simultaneous bombs going off precisely at the railway stations where it happened this morning, so I still have the hairs on the back of my neck standing up right now.

    HOST: To get this quite straight, you were running an exercise to see how you would cope with this and it happened while you were running the exercise?

    POWER: Precisely, and it was about half past nine this morning, we planned this for a company and for obvious reasons I don’t want to reveal their name but they’re listening and they’ll know it. And we had a room full of crisis managers for the first time they’d met and so within five minutes we made a pretty rapid decision that this is the real one and so we went through the correct drills of activating crisis management procedures to jump from slow time to quick time thinking and so on.
    Peter Power, head of Visor Consultants, was a former Scotland Yard official, working at one time with the Anti-Terrorist Branch.

    The odds of such a coincidence are absolutely staggering, which led some to charge that Power’s drill was set up ahead of time by people with insider foreknowledge of 7/7.

    Just as happened on 9/11, when exercises involving hijacked aircraft overlapped with the real attacks, some charge that the drill was a cover for the real attack in case any of its perpetrators were caught.

    One would consider Power’s culpability to be minimal, otherwise he would not have announced that the drill had taken place on BBC radio. However, his reaction to WeAreChange to the question of who he was working for on 7/7 indicated that he was most uncomfortable about talking about the truth.   5. So to recap, Peter is saying that of the two major terrorist attacks to happen since 2001 it was just a co-incedence that the EXACT same scenarios that they were running exercises on were happening on the EXACT same day as the real event?

    Do we have any actuaries reading this that could run the numbers on the chance of that happening?

So, in addition to being experts on lets see..genetics, psychology, chemistry, archaeology, history, physics and sociology, you two and others on this site are also master statisticians? Wow, that’s quite a feat. I wonder what the statistical probability of that being true is?…

  8. Still, you’re entitled to your views. I can only suggest that you look at all the evidence and refrain from the arrogant views that you know everything. No one knows/is a specialist in everything, that’s why specialists exist. Only then can you really “follow wherever the evidence may lead you”. And by all the evidence, I include academic journal articles, especially those ones published with a litany of constructive peer-review attached. You will find that critical thinking and indeed criticism are part and parcel of academia. Whether you take my advice I doubt, but I certainly hope so.

  13. How are my posts hypocritical Lorraine? I’ve never tried to state i’m some kind of wunderkind when it comes to multidisciplinary specialist knowledge. I guessed you’d just ignore my suggestion anyway but it was worth a shot. Unlike you I know the limits of my knowledge. Perhaps I should ask you if you have ever heard of the word humble?

  16. Jas and Clare believe that there is a huge conspiracy afoot to lower the world’s population. They think it is being achieved by giving everyone poisonous vaccines.
    But if you wanted to reduce populations it would be more effective to withhold vaccines and then people will die from all the diseases that vaccination prevents. But such an action by our governments would be hugely unpopular. The more cunning way is to spread misinformation about the safety of vaccines so that people will themselves choose not to be vaccinated.
    So it appears that Jas and Clare are part of this conspiracy to reduce the population and create a new world order. It also appears that they are the unwitting dupes of this conspiracy as evidenced by their strident denials that will surely follow this post.

    a) Reed-Elsevier publish magazines – I’m surprised they have one ‘Crisis Manager’ for London, let alone a ‘team’. NOT CREDIBLE.

    b) Why the hell would a magazine publisher be spending money on consultants and exercises to mock up massive terrorist attacks on London for reasons of ‘crisis management’? RIDICULOUS.

    c) The ‘crisis team’ employed by the same company in London who had agreed among themselves on a date for this highly unusual meeting/exercise, involving outside consultants, had not met before? NOT POSSIBLE.

    These are just three indicators of bullshit relating to just one point of bovine colonic evacuation among many points in this recent explosion of farm-slurry.

  18. It is rather interesting that Mr Power, has responded after such a long time. Mr Powers name appears to be synonymous with almost events which end up being the real thing.

    It was most interesting recently when l saw his video in the media, which reminded me instantly of the 7/7 incident.

    I don’t think Mr Power realises this, that when these sorts of training events comes up and Mr Powers name comes up they instantly think of the 7/7 event, even though Mr Power doesn’t intend on this happening.

  19. Anyone who understands probabilites and doesnt gamble on lotto every week can see that…

    1) a crisis response team meeting for the first time to do a terrorist drill

    2) at the exact same location as the real terrorist attact,

    3) at the exact same time as the real terrorist attact,

    4) by an an unethical torture device selling company named Reed Elsevier, which also promotes other psychological operations to gather public sentiment

    can clearly see beyond all reasonable doubt that this is also another psycological operation.

    Mr Power is also a victim and the fact he is telling the story as it is deserves some respect. As he was working for this politically controlled Reed Elsevier company he has no doubt been directly subjected to thier psycological operations and conspiracy theories (Osama bin Laden bombers).

    Just as many people unwittingly think they will win lotto if they gamble every week, Mr Power can be forgiven if maths is not his strong subject. The fact that he may have a family to feed should not be overlooked either.

    If still doubtful, the best thing to do is to get an objective view by watching 7/7 Ripple Effect
