Is Stats NZ building a surveillance monster? An independent investigation has revealed that Stats NZ is building a monster data-centralising project that poses massive risks to Kiwis privacy and freedoms should it be abused. It became apparent during the Manurewa Marae scandal that Stats NZ had not only failed to protect Kiwis personal information, but had also allowed it to be misused for partisan political purposes – revelations which lead to the resignation of Stats NZ boss Mark Sowden. The investigation shows that Stats NZ is in the process of creating a “Persistent Unique Identifier” (PUI) for every Kiwi that will track them over time in a “Statistical Register”. The new system will link business, location and population registers, giving a nearly complete picture of a person’s life over time. The system will allow data to be updated in real time, rather than just from intermittent Stats NZ surveys, censuses or other data updates. Previous surveys have shown relatively low trust in Stats NZ’s ability to keep data safe or consider the views of the public in decision-making. Anonymous Stats NZ insiders have told RCR that if the public knew about the extent of data the new system holds on them, they might be worried about the potential for the Government to abuse it.
