Chinese Woman in California Sentenced to 41 Months for Helping Pregnant Chinese Women Give Birth in U.S.

On January 27, a Chinese woman named Phoebe Dong (Dong Jing 董靜), in California was sentenced to more than three years in prison because she operated a maternity home that helped pregnant Chinese women travel to the United States to give birth, automatically making their babies U.S. citizens.
Phoebe Dong and her husband, Michael Liu (Liu Weiye 劉偉業), were accused of conspiracy and money laundering through their company, “USA Happy Baby Maternity Center.”
Last September, the Federal Court in Los Angeles found the couple guilty of one conspiracy and ten counts of money laundering. Dong and Liu were among more than a dozen people charged during Barack Obama’s administration in 2015, related to the so-called “birth tourism” schemes, which helped Chinese women conceal their pregnancies while traveling to the U.S. for childbirth.
Such businesses have long provided these services in multiple states to people from China, Russia, Nigeria, and other countries.
